Congress passed an education bill eliminating commercial banks from the Stafford loan program effective July 1, making the Federal government the only lender for this program. All students who wish to rely on Federal Direct Stafford loans to help pay for educational expenses must complete a new master promissory note (MPN) and entrance counseling at http://studentloans.gov.
